Mark D. Abrahams, CPA, President of the Abrahams Group, is an independent consultant who writes, teaches and consults about financial, operational and performance management. He originally assisted the MCPA conduct an evaluation of the MCPA financial controls and recommended several changes tooperating procedures and financial policies. He has assisted many police departments improve their financial management and performance practices internationally throughout his career including the towns of Andover, Barnstable, Hull, Framingham, North Andover, Provincetown, Weymouth, and Yarmouth;the cities of Alexandria, VA, Baltimore, MD, Boston, MA, Cedar Rapids, IA, Hartford, CT, Indianapolis, IN, Kansas City, MO, Leominster, MA, Milwaukee, WI, New York, NY, Newark, NJ, Norwalk, CT, Philadelphia, PA, Portland, OR, Richmond, VA, Riverside CA,San Carlos, CA, San Diego CA, Somerville, MA, Springfield, MA, Stamford, CT, Sunnyvale CA, and Worcester, MA; several counties and districts; and the US Marine Corp. He is currently assisting the Abu Dhabi Police Department to implement activity based costing and performance budgeting. He has also conducted consolidated police and fire dispatch studies for Ashland-Hopkinton-Southborough and Harwich-Wellfleet.
He serves on several Governmental Accounting Standards Board (GASB) Task Forces and Committees, including assisting the GASB on the Economic Condition Financial Reporting Project. He has taught governmental fund accounting for many years and was asked by the Department of Revenue, Division of Local Services to rewrite the Uniform Massachusetts Accounting System (UMAS) manual. He serves on the Massachusetts Society of Certified Public Accountants Governmental Auditing and Accounting Committee which assists the Department of Revenue to develop and implement municipal accounting and reporting standards. He served as an advisor to the GFOA Standing Committee on Budget and Fiscal Policy where he helped GFOA redefine performance budgeting and management recommended and best practices.
He is also President of AFS Associates, a company that provides an on-line solution for small OPEB plans to calculate their GASB 45 obligations under the alternative measurement method.
He holds a BA from Lake Forest College, IL, an MA from the Urban Studies Institute of the University of Toledo, and an MBA from Suffolk University. He is a certified public accountant.
