Mike spent 18 years as a Police Chief in 3 agencies – Connecticut State Capitol Police, Farmington, CT PD and Dennis, MA PD. He spent the first 20 years of his law enforcement career as a police officer with the City of Hartford. During his career he served as an Operator and Team Leader on the Hartford Emergency Response Team and Control Chief for the Cape Cod Regional Law Enforcement Council SWAT Team. He also served as a Patrol Supervisor, Watch Commander, Supervisor in Major Crimes and the Department Advocate overseeing the Department’s Discipline and Civil Liability cases.
Following his retirement from Hartford PD he enjoyed a short career with the law firm – Halloran and Sage – representing police officers and police agencies in state and federal court. Mike has a Bachelor’s Degree in Business from St. Joseph University, a Law Degree from the University Of Connecticut School Of Law and was recently certified as a Force Analyst through the Force Science Institute.
Chief Whalen’s other professional pursuits included; President of the Capitol Region Police Chiefs Association; President of the Cape Cod Regional Law Enforcement Council; Management Representative on the Massachusetts Joint Labor Management Council; and CPCA representative on the Connecticut Coalition Against Domestic Violence.
His current pursuits include reviewing and drafting department directives to meet state and national accreditation standards through his relationship with several law enforcement agencies and developing promotional processes for public safety agencies through his relationship with BadgeQuest, Inc. Mike is an adjunct faculty member with Wilmington University, teaching online classes in Constitutional Law and Criminal Evidence and maintains an instructor certification with CT-POST.
